The purpose of HISOA is to recruit, educate, prepare and develop officials and officiating providing opportunities for dialogue, education, advancement and improvement of all aspects of officiating through meetings, clinics and other activities; fostering a high standard of ethics; encouraging sportsmanship and the spirit of fair play; insuring closer cooperation and better understanding among Officials, Coaches, Players, Parents, the Media and general public; and complying with NFHS regulations and procedures.
